THE NEGRO CRIME RATE: A FAILURE IN INTEGRATION

THEY are afraid to say so in public, but many of the North’s big-city
mayors groan in private that their biggest and most worrisome problem is the crime rate among Negroes.

In 1,551 U.S. cities, according to the FBI tally for 1956, Negroes, making up 10% of the U.S. population, accounted for about 30% of all arrests, and 60% of the arrests for crimes involving violence or threat of bodily harm—murder, non-negligent manslaughter, rape, robbery and aggravated assault. In one city after another, the figures—where they are not hidden or suppressed by politicians—reveal a shocking pattern. Items:

So by the census of 1890, twenty-five years from their emancipation in the South, we are confronted with the fact that the race, though constituting less than twelve per cent. of the population of this country, furnished thirty percent of all the crime of the country, including thirty-seven percent of all homicides, fifty-seven percent of all female
homicides, and forty percent of all assaults.

This in the face of the fact that over $100,000,000 had been spent on their education in twenty-five years,* and that illiteracy among them had decreased by forty-two per cent. Though there are as yet no
census reports covering the period, any one who has been observant of criminal records in recent years must conclude that the
increase in the proportion of Negro criminals has gone on from
1890 to the present time. Especially has this been true of the
Negroes horrible crime against female virtue.

    The Time article from 1958 makes for ironic reading from the vantage point of 2008, after the millions spent on affirmative action, welfare, quotas, Head Start, midnight basketball, etc. etc.

    Notice that the writer of the article lays the blame for black crime at the white man’s feet; it’s a [white] problem that will end only when “Northern whites, private citizens as well as civic officials, recognize that Negro crime is basically a symptom of a failure in integration…”

    Hey, Time magazine … how did that push for integration turn out?

    What’s really strange is that a lot of my liberal friends, who were born in the 1960s, still cite lack of integration and lack of opportunity as reasons for black underperformance — as if the era of AA and race quotas never happened at all.

    Interesting compilation, OA.

    I couldn’t relocate it in the part that VA provided on the 1900 article, but the section on blacks adopting the weaknesses, and adopting licenses instead of liberties, seems telling about their attitudes from then to the present.

    Those same attitudes are, it seems, now being adopted to a big extent within our own society and may be the biggest contributor to our own present weakness of civic character. Youth find and adopt those licenses and mistake them for being freedom and they refuse to grow beyond that point, especially when that is reinforced by leftist-oriented education and social conditioning. Most youth and, now, adults either, do not understand what freedom actually entails or how it differs from license.
