Sen. Biden voted against S.1723 which passed the Senate 72-20. Enacted into law, it increased by nearly 150,000 the number of foreign workers that high-tech American companies could hire over the next three years. Although the foreign workers receive temporary visas for up to six years, most historically have found ways to stay permanently in this country. Sen. Biden joined those who argued that the foreign workers were not needed while U.S. firms were laying off tens of thousands of American workers. Government studies failed to find any conclusive evidence of a shortage of American high-tech workers.”

Until we have achieved that, I will support a temporary increase in the H-1B visa program as a stopgap measure until we can reform our immigration system comprehensively

As part of our comprehensive reform, we should examine our ability to replace a stopgap increase in the number of H1B visas with an increase in the number of permanent visas we issue to foreign skilled workers.

A temporary increase as a stopgap until its a permanent increase? Is that what he said?

    Obama’s comments on H1B appear to be taken from Dem Party talking points on immigration. It has changed over the last few years from a worker shortage to an “education gap”. He did not co-sponser the the Durbin Grassley Bill. Either he is ignorant about the problem of worker displacement or his is just trying to buy votes by being soft on visa over stayers.
