Buy in or buy out is the solution to the Palestinian problem. Buy in is to cut all outside aid to Palestinians and they have to buy in to work in peace with Israel and other countries. They buy in to peace by their holding a job.
Buy out is to pay them 750 dollars per year per person and the same to Jordan, Syria or Egypt to live there and they leave and live in Jordan, Syria or Egypt. These are substantial in relation to per capita income in Syria, West Bank and Egypt. Jordan is another country they could go to, perhaps even making more sense.
This is 1500 dollars per year for 6mm people so about 9 billion dollars. This is not a large amount compared to oil wealth.
Since Iraq attacked Israel, it would be just to take this money from the oil wells in South Iraq. If we invade Iran, we could take it out of their oil wealth. These are just reparations from the Arab world to Israel for the terrorism and war they have waged for decades.
Aid creates rage. We are paying them to sit around and hate Israel and America. Buy in and buy out makes them choose a productive solution.
